Dear Members, Partners and Friends of EuroCham Cambodia,
Your presence at the networking event on October 14, in such large numbers, was a precious testimony to your trust in EuroCham, a mark of your engagement in this collective venture, and a clear indication of your expectations vis-à-vis EuroCham.
For my team and myself, our main priority is to serve all our members, to support chamber activities, and to introduce new initiatives, so that we can continue to find more ways to support each of you in these challenging times.
In this light, we recently completed the online “EuroCham Member Survey”. The results show that you value your membership of EuroCham, that you are eager for more tailored forms of support, that you highly appreciate the various activities and events implemented - Breakfast Talks, Luncheons, Forums, Workshops, Networking, CSR contests, Webinars - and that the participants of training sessions are unanimously satisfied. We also received useful recommendations and suggestions on several aspects, including: expectations from SMEs - which account for 53% of our total member count, sectors to focus on in the future and adjustments made to services provided to our members. I take this opportunity to encourage you to continue to interreact with us and to join our various sectoral committees and working groups.
For a more active engagement with our members, we organized in-house Open Office Days on October 21, 22, and 23. This successful initiative will be followed in November by an interactive Morning Business Talk, to further strengthen the links among our community. During these last weeks, together with other business associations, the EuroCham delegation led by its Chairman Tassilo Brinzer actively contributed to the draft law on investment consultation process, which was led by Working Group D of the Government-Private Sector Forum. Several consultations took place at the Ministry of Economic and Finances. Thanks to our members and sectoral committees, EuroCham was able to provide numerous recommendations and comments to contribute to the adoption of a modern and progressive law. In this particular time, it is vital to encourage ongoing reforms by the Royal Government of Cambodia, aiming to maintain and increase the attractivity of Cambodia as a business destination.
Due to the ongoing circumstances, we have decided to postpone some of our upcoming November large events to December and January. We will keep you informed of any developments through our communication channels. I thank you in advance for your kind understanding on this matter.

COVID-19 has had profound socioeconomic impacts worldwide. In Cambodia, current predictions for 2020 is 4% contraction in the national gross domestic product (GDP) contrast with a prior forecast of 7% growth before the pandemic. However, the Development Outlook update published in September, by the Asian Development Bank expects the Cambodian economy to rebound with a 5.9% growth rate and a 1.8% inflation rate in 2021, placing it as the fifth fastest Southeast Asian economy. The enhancement of agricultural performance and increased volume of non-garment manufacturing exports are among explanatory factors.

Due to the recent COVID-19 incident, EuroCham has decided to reschedule our Breakfast Talk on "How can European Brands Meet RE100 and Other Global Climate Goals in Cambodia?" to 11 December 2020 at Hotel Cambodiana.
As consumers increasingly demand environmentally-friendly initiatives, many European companies start to implement climate change and renewable energy targets, such as RE100. These targets, however, are pushed along their supply chains, making the source of electricity for factories in countries like Cambodia under pressure. Recent approvals of large coal projects to supply Cambodia’s electricity has meant significant carbonization of the electricity grid, making it harder for these brands to meet renewable energy and carbon targets. Meanwhile, neighbouring countries are offering more attractive options to meet, such as FiT, rooftop solar support and Direct Corporate Agreements.

On 28 October 2020, EuroCham representatives participated in the Government-Private Sector Working Group D (GPSWG-D) meeting which was co-chaired by His Excellency Dr AUN Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance and His Excellency Bretton SCIARONI, President of the International Business Chamber of Cambodia. The purpose of this meeting was to gather input from all relevant ministries, business chambers, and private companies on the new draft Law on Investment which is scheduled to be finalised by the end of November this year.
On 22 October 2020, EuroCham met H.E. Mr PAN Sorasak, Minister of Commerce, to introduce the new Chairman of the Board of Directors and to strengthen cooperation between the two entities.
During the meeting, H.E. Mr PAN Sorasak informed EuroCham about the 13th Asia-Europe Meeting (ASEM13), planned for mid-2021, and shared information on the implementation of the 2019 E-Commerce Law. The Minister also provided an insightful update on the free trade agreements (FTA) between Cambodia and China, South Korea, Japan, Russia and more, as well as the Regional Comprehensive Economic Partnership (RCEP) agreement, which is set to be signed in mid-November 2020.
On the 22nd and 23rd October 2020, EuroCham, in partnership with the ADW, the GIZ Global Business Network (GBN) program, and the Import Promotion Desk (IPD) program hosted a 2-day training titled “Get ready for the EU market – the opportunities & requirements”. The event focused on the export of natural ingredients, pharmaceuticals, and cosmetics - and how Cambodian companies could begin to unlock the EU market.
On 21 October 2020, EuroCham had the privilege to meet with H.E. Dr. CHEA Vandeth, Minister of Post and Telecommunications, to introduce EuroCham’s new Board of Directors, Executive Director, and Chairman of the ICT Committee.
On this occasion, H.E. Dr. CHEA Vandeth shared the details regarding some of the reforms carried out by the Ministry, including on the development of infrastructure, data centers, and improving internet access for the Cambodian people. The Minister also provided an update to EuroCham on the draft regulations mentioned by EuroCham's Chairman, and other draft regulations which will come soon into force.
On the 21, 22 and 23 of October, we hosted our first Open Office Event at EuroCham Office.
During this half morning event, we shared with our members their benefits, how they can be involved in the Advocacy Working Groups, as well as our upcoming events and activities. We also walked our members through the office to introduce EuroCham members.
We would like to thank our members who have participated in these past three days. It's always great to connect with each other, exchange feedback and look for a new opportunity that brings us closer.
On 20 October 2020, EuroCham had the opportunity to meet with H.E. Ph. CHHY Hong, Under-Secretary of State, at the Ministry of Health, to introduce its new Chairman, Mr. Tassilo BRINZER.
During the meeting, H.E. Ph. CHHY Hong praised EuroCham for its continued engagement and support to the Royal Government of Cambodia over the past years. The Chairman of EuroCham and the Executives of EuroCham's Healthcare Committee agreed to provide inputs on the drafted regulation and to support the Ministry in the fight against COVID-19.
On 14 October 2020, EuroCham had the privilege to meet H.E. DR ITH Sam Heng, Minister of Labour and Vocational Training, to formally introduce the new Board of Directors and the new Executive Director.
During the meeting, H.E. Dr ITH Sam Heng shared an insightful overview of the Ministry’s current areas of work, as well as the vision and policies in favour of Cambodia's private sector development during the COVID-19 pandemic.
On 14 October at Raffles Hotel Le Royal, EuroCham hosted its first networking event after nine months with fellow EuroCham members, partners, and friends.
During this networking night, we had the opportunity to introduce our newly elected board of directors and provided participants with the updates of the chamber’s activities. Networking nights are our most anticipated event and this was an excellent opportunity for all attendees to connect with our distinguished members, partners and network with other well-connected business people.
On 13 October 2020, the Executive Director of EuroCham, Mr. Denis SAINTE-MARIE, the Evaluator of the EU funding programme to EuroCham (ICI+), and the Executives of the Human Resources Committee had the opportunity to meet H.E. Mr NGUY Rith, Under Secretary of State, at the Ministry of Labour and Vocational Training, where they engaged in an in-depth discussion on activities and results regarding bilateral work between the Ministry and EuroCham over the past years and both parties agreed to continue deepening the cooperation.
On 8 October 2020, EuroCham had the privilege to meet with H. E. Mr SOK Chenda Sophea, Minister attached to the Prime Minister and Secretary-General of the Council for the Development of Cambodia (CDC) to introduce the Board of Directors, the new Executive Director and the Co-Chairpersons of the Tax Committee.
On this occasion, H. E. Mr SOK Chenda Sophea praised EuroCham for its efforts in promoting Cambodia in the region and for its continued engagement and support to the Royal Government over the past years. H. E. Mr SOK Chenda Sophea shared insights on the CDC action plan, provided us with an update on recent regulations as well as the CDC’s online platforms.
At the Ministry of Commerce, on 12 October 2020, the Executive Director of EuroCham, Mr Denis SAINTE-MARIE, and the Evaluator of EU funding programme to EuroCham (ICI+), Mr Carlos CALCOPIETRO, engaged in an in-depth discussion with H.E. Mr SIM Sokheng, Secretary of State at the Ministry of Commerce to review the on-going activities between the Ministry of Commerce and EuroCham and discuss future cooperation between the two entities.

On the 20th and 21st October 2020, EuroCham Cambodia hosted a highly interactive training on "Enhanced Creative and Critical Thinking" at the Himawari Hotel in Phnom Penh.
Our expert trainer taught participants how to be better thinkers, and how to unlock the creative and critical parts of their brain. All too often, people have these skills, but do not let them shine through when faced with day to day tasks, and endless "to do" lists!
In a packed 2-days, participants were taught the Edward De Bono "6 thinking hats" theory, challenging them to think through challenges using new perspectives. They were taught how to identify positive and negative mindsets, and how to use them to create mind maps for new techniques and processes.
