Dear Members, partners and friends of EuroCham Cambodia,

After a shaky year, we hope 2021 now brings hope of economic recovery, with the worldwide distribution of several new vaccines. Though the road to recovery may be long, the EuroCham team is dedicated as always to fulfil its duties to its members throughout Cambodia. 

In this spirit, EuroCham is going fully online with new services on our website and via new hybrid networking initiatives. Covid-19 has accelerated the global transition to digital, and EuroCham will be continuing its efforts to do the same.

Our Open Office Days are to be resumed to welcome new members, introduce them to the EuroCham team, and allow them to network with other market entrants. Our objective is for companies to become better aware of how to capitalise on their membership – through involvement in our sectoral committees, events, trainings, services and more.

Following from the above, an online instant booking page is now available for you to meet our team. The system has been designed to link you straight to the most relevant person.

After the successful start of our first Morning Business Talks in November 2020, we are pleased to announce that these speed networking opportunities will now become twice a month “rendez-vous” between members. Both In house and online, these events will provide space for members to showcase their business activities through short informative presentations, and to meet with like-minded organisations. Of note, these events will also allow participants to invite non-members to join as guests. 

On the EuroCham website, new functions are in development such as a Member Presentation Page and Individual Company Profile Page. Building on our current directory, these exciting additions will allow members to increase their online visibility, by including corporate presentations, and short videos about their activities. With our members support, this in turn will boost the visibility of the entire European Private Sector.

Among the 2021 initiatives, you will soon also have access to a new online library of commercial laws:Legal-e. This ever-growing library already has 410 texts available in English and is being regularly updated. This tool is by nature a collaborative project, and we count on you to contribute through feedback or by sharing relevant documents and translations regarding your sectors. 

With the number of Covid-19 cases in the Kingdom remaining low, our team is committed to resuming normal activities as soon as possible. We start 2021 (optimistically!) with plans for a full resumption of public events – and this will start with our Breakfasts Talks. On 14th January join us to find out How European Brands can Meet their RE100 and other Global Climate Goals in Cambodia, and on 18th January learn how to stay on top of your HR issues with our talk on Labour compliance: New Rules and Tools for Labour Inspection”.

On the 28th January, we will continue to promote Consumer Protection in Cambodia. Supporting the Consumer Protection Competition and Fraud Repression Directorate-General (CCF), a second Public-Private Dialogue on Consumer Protection will be co-organized by EuroCham in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) PROTECT project. If you represent a company implementing a strong internal complaints process, please reach out to us and we would welcome your involvement.

In February, many more events are scheduled including Forums, Workshops, Breakfast Talks, and Luncheons. In particular, keep an eye out for the formal launch of the 2021 CSR Contest, as well as our popular Toast to 2021 networking event – where we will celebrate the end of 2020, and a brighter 2021!

EuroCham is also updating its support tools. Two landmark publications are planned for February 2021: our 2021 Business Confidence Survey, with thanks to the 109 (so far) respondents, and the 2021 Business Opportunities in Cambodia Guide.

In the meantime, along with our national counterparts, we will continue our engagement in favour of structural reforms that foster the development of the Cambodian economy, and maintain its attractiveness for European investors.

2021 marks the 10 year anniversary of EuroCham Cambodia. Let us together pursue the journey towards 10 more years. We must adapt to today’s challenges, develop new partnerships and initiatives, and welcome new members to our ranks. Together, we can ensure the voice of the private sector continues to be heard.

Important Updates from the Royal Government
The Royal Government has announced the 7th round of economic mitigation measures in the context of the COVID-19 crisis on 23 December 2020, thereby extending the government relief program for another three months until March 2021.

Amongst others, next to a monthly cash-package of $70 for suspended employees of the garment/textile, footwear, travel accessory, bag, and tourism industries, registered tourism businesses in Phnom Penh capital, Siem Reap, Preah Sihanouk, Kep and Kampot provinces, and the cities of Bavet and Poipet, as well as the aviation sector, will continue to be exempt from monthly tax payment during the upcoming three-month period.

In the construction sector, the Royal Government released the sub-decree on construction inspecting and certificating and the sub-decree on construction permits.

The sub-decree on construction inspecting and certificating specified types and levels of construction inspection and certification, and procedures for granting, renewing, and terminating construction license of inspecting and certificating. The sub-decree on construction permits states the jurisdiction for authorities to issue construction, repair, relocation, and project commencement permits and license renewals.

Next Monday at Topaz Restaurant, EuroCham is hosting a breakfast talk on “Labour Compliance: New Rules and Tools for Labour Inspection".

The primary focus will be on the new self-declaration procedure to be implemented by the Ministry of Labor and Vocational Training from the beginning of 2021 and the introduction on the creation of joint inspection teams from various ministries, which is intended to ensure the proper compliance of the enterprises. This Breakfast Talk will not only come back to the latest changes in the employment regulation but will also help HR managers to be prepared for the future.

Online Consultative Meeting on the New Draft Law on Land Management and Urban Planning
On December 18, EuroCham's advocacy team and members of its Real Estate and Construction Committee joined an online consultative meeting on the newdraft Law on Land Management and Urban Planning. The meeting was led by His Excellency Dr PEN Sophal, Secretary of State and other senior officials of the Ministry of Land Management, Urban Planning and Construction.

The consultation particularly focused on the land use index, which regulates the use of areas as e.g. residential, commercial, industrial or touristic areas or as certain restricted areas. Next to the land use index, the new Law will impact future urban planning and land management in many other areas, such as technical building regulations. Detailed conditions, policies and procedures of the development in these areas, however, will be determined by several Sub-Decrees and Prakas, which are still to be issued after the promulgation of the law - for which the timeline is still uncertain. The draft law intends to increase investors' confidence in the construction sector.

Cambodia Economic Update, Dec 2020: Cambodian Economy Hit Hard by Pandemic But Projected to Recover in 2021
We are pleased to share with you the World Bank Group's biannual Cambodia Economic Update released on December 15, 2020. Key findings of the report are:
  • The Cambodia's economy is projected to contract by 2 percent in 2020, but is expected to bounce back and grow by 4 percent in 2021.
  • With the easing of social distancing measures, domestic economic activity is gradually returning to normal. Consumption is being partly underpinned by unprecedented government intervention, while inflation remained subdued.
  • FDI inflows to projects in non-garment industries and agriculture have been rising, likely attracted by Free Trade Agreements and more.
