Cambodian factories in hot water over waste disposal |
|
At least seven of over 100 factories in Cambodia have been found illegally discharging contaminated wastewater into clean water sources, with one factory having polluted for the past three years. Minister of Environment H.E. Dr. Eang Sophalleth revealed these findings during a meeting on the “Strengthening Capacities in Water Pollution Management” project on March 11.
While acknowledging that not all companies are harmful, Sophalleth emphasised the need for proper waste management. Legal action has been taken against these factories, with one case sent to court. Three companies have admitted their violations, paid fines, and corrected their actions, while four others remain non-compliant. One company, involved in an ongoing dispute, was accused by local residents of polluting a stream.
The meeting, supported by JICA, focuses on strengthening water quality monitoring systems and improving wastewater management through a four-year project aimed at enhancing Cambodia's environmental capacity. |

Deputy Prime Minister to visit France for Francophonie Summit Preparations |

Government looking to increase cooperation ahead of Francophonie Summit.
Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation H.E. Prak Sokhonn will undertake a working visit to France from Thursday to Saturday. During his stay in Paris, Sokhonn is set to meet with Louise Mushikiwabo, Secretary-General of the International Organisation of La Francophonie (OIF), to discuss preparations for the 20th Francophonie Summit in 2026, which Cambodia is set to host.
Cambodia was officially selected as the host country for the prestigious summit in October 2023 during the 19th Francophonie Summit in France.
In addition to his meeting with Mushikiwabo, Sokhonn is scheduled to meet Audrey Azoulay, Director-General of UNESCO, to discuss strengthening cooperation on cultural heritage preservation. This visit follows a January courtesy meeting with Jacques Pellet, French Ambassador to Cambodia. |

Vietnam joins global tax reporting agreement to improve transparency |
|
Vietnam's international business reputation could get a boost from global agreement.
On January 3, Vietnam signed the Multilateral Competent Authority Agreement (CbC MCAA) on Country-by-Country (CbC) Reporting, a move that will prevent the European Union from imposing tax or non-tax measures on the country. This agreement, signed by Vietnam’s Minister of Finance Nguyen Van Thang, follows guidelines from the OECD and addresses Base Erosion and Profit Shifting (BEPS) concerns. On February 7, Vietnam activated the CbC reporting system with EU member states and other partners.
CbC reporting allows tax authorities to monitor multinational companies' activities by sharing detailed data on revenue, profits, taxes paid, and business operations. Under this system, Vietnamese companies will submit reports, which will be automatically shared with other participating countries via the OECD’s Common Transmission System. By joining, Vietnam enhances its global reputation, promotes financial transparency, and supports economic integration, aligning with its commitment to international tax standards. |

For this week’s statistics we turn to the Business Pulse Survey H1 2024. According to the report, Cambodia received a 6.51 out of 10 as an investment destination. This Net Promoter Score (NPS) reflects a neutral stance, with most respondents categorised as "Detractors", indicating room for improvement.
Among industries, the "Other Services" sector—including Consulting, Legal, and Audit/Accounting—was the most likely to recommend Cambodia for investment. Cambodia’s score highlights the opportunity to enhance investor confidence and competitiveness to attract more positive recommendations in the future. |

HR Forum brings experts and government together to "sustain success."
The EuroCham HR Forum 2025, held on March 7 at the Hyatt Regency Phnom Penh, was an outstanding event that gathered HR professionals, business leaders, and government officials.
Focused on the theme "Sustaining Success," the forum aimed to explore strategies for maintaining organisational efficiency after initial success. The event featured keynotes from Victor Boissel (Keenetik), Caroline Bougon Sirieix (Cambodia Airports), and Vijay Allaham (True North Lean), who shared insights on workplace efficiency, HR best practices, and continuous improvement. H.E. Mrs. Sovann Vannaroth, Permanent Secretary of State at the Ministry of Labour and Vocational Training, also provided key updates on labour laws and government initiatives.
Panel discussions on optimising HR processes and building strong organisational cultures featured experts from Maersk, JTI Cambodia, and CoGen Consulting. Attendees had the chance to network and engage in meaningful conversations. The event was sponsored by BIPO, marking another milestone in shaping the future of HR in Cambodia. |

Government and private sector meet at EuroCham to explore potential of tourism vocational school |

Tourism school turns to EuroCham to advise on challenges and opportunities.
On Monday, March 10, EuroCham had the pleasure of welcoming a delegation to discuss the creation of a vocational school for tourism—a project that has been a subject of extensive discussion within the tourism sector and is now beginning to take shape. The delegation was led by Ms. Ok Malika from the French Development Agency (AFD), that is funding the initiative, along with Ministry of Tourism representative Mr. Nguon Setha, and Mr. Nick Hayland and Mr. Wayne Crosbie from the William Angliss Institute, who are responsible for developing the curriculum for the school.
During the meeting, representatives from the school outlined their plans and explored potential areas for collaboration with the private sector, seeking opportunities for stakeholders to get involved. EuroCham, in turn, raised concerns about some of the recurring challenges that the school may face, particularly regarding the recruitment and training of future teachers for the program.
Despite these concerns, the general sentiment was optimistic. The establishment of this Vocational Education and Training (VET) school for tourism is seen as a promising development that will undoubtedly contribute to the improvement of skills training and overall standards in Cambodia’s tourism sector. |

Chamber leadership gather one more time before BoD elections.
Last night, EuroCham’s Board of Directors held their final meeting at Hops Central ahead of the upcoming BoD elections. The meeting provided an opportunity to reflect on the chamber's achievements over the past two years and the collective impact of the current Board’s work.
Members discussed their shared efforts in advancing European business interests in Cambodia, enhancing the chamber’s reputation, and promoting positive change. As the meeting wrapped up, there was a sense of pride in the accomplishments made, as well as a growing anticipation for the upcoming elections. Several members will be running for re-election next week.

Government calls Consultation on the draft of the pharmaceutical law |

New law ads clarity and addresses some concerns on key industry issues.
On March 12, 2025, at Novotel Hotel BKK, the Ministry of Health hosted a stakeholder meeting to gather feedback on the first draft of the new pharmaceutical law. The event saw the participation of various stakeholders, including EuroCham and its members working in the pharmaceutical field, who were invited to provide their comments on the proposed legislation.
This new pharmaceutical law aims to enhance patient safety by clearly outlining the registration process, pharmacovigilance standards, packaging requirements, and advertising regulations, thereby covering the entire chain of the pharmaceutical supply.
EuroCham was represented by Ms. Sor Samnangvathana, Co-Chair of the Healthcare Committee, and Mr. Joachim Dautais, Advocacy Coordinator. They actively defended EuroCham’s position, particularly on concerns regarding the nationality requirements and retail price control. These points were highlighted as critical for ensuring a balanced and effective regulatory framework that supports both local and international stakeholders in the pharmaceutical sector.
With the first draft of the Law on Pharmaceutical, several of EuroCham’s previous recommendations received partial updates.

March is a vibrant month for French language and culture in Cambodia, with the Semaine de la langue française et de la francophonie running through March 22. Hosted by the Institut Français du Cambodge and the French Embassy, this year’s festivities feature a rich cultural programme celebrating the diversity of Francophone cultures through literature, music, film, and theatre.
One of the key highlights is a literary encounter with acclaimed comic book author Jean-Louis Tripp. The event also includes a selection of films from Tunisia, Morocco, and Canada, bringing a taste of Francophone cinema to Cambodian audiences. Other exciting events include Ivorian storytelling sessions, French-language singing and oratory performances, and a special concert featuring lyricist Arthur Ribo and improvisational pianist Roch Havet.
